William Cecil Carter

PAUL – William "Cecil" Carter passed away due to congestive heart failure, brought on by pneumonia, on Saturday, June 8, 2019, at the age of 73.

Cecil was born February 5, 1946, in Bakersfield, California, and was the son of the Louis and Orthy Carter. He attended Shafter High School up until the time of his dad’s death in his junior year and later finished his G.E.D in Texas. He married the love of his life, Norma (Bittle) Carter, on September 11, 1965, and later raised three great kids. He worked in the auto body and collision industry for most of his life, working in many states and businesses in California, Texas and Idaho. In Idaho, he worked for Kim Hansen Chevrolet as the body shop manager and later went into business with his brother, Joel Devon, when they opened Carter’s Shine Shop of Rupert. After Joel’s death, he went into business with his son, Darrin Carter, and his older brother, Farris Carter, and they opened Carter’s Autobody in Rupert along with Cecil’s Towing. After leaving the auto-tech industry, he drove truck for King’s Department Store in Burley and Schow’s Truck in Heyburn.

Cecil loved to be around family and friends and was an avid fisherman and hunter. He loved the outdoors and was a member of the American Sportsman’s Club, the NRA and the Rocky Mountain Elk Foundation. He was involved in many sports in life including, softball, bowling, golf and archery. He loved going on cruises and traveling with his wife and family. He enjoyed riding motorcycles with his brothers and being the jokester to any gathering of friends or family.

He was preceded in death by his parents, Louis and Orthy Carter of Shafter, California; and siblings, Joel Devon (Shirlene) Carter of Rupert, Pamela Carter of Shafter, California, Tony (Becky) Carter of Texas, Roy (Martha) Carter of Arkansas, Imagene McKim of Oklahoma, and Lloyd Hammond of Bakersfield, California.

He is survived by his wife, Norma Carter; three kids, Darrin (Shellie) Carter, Shannan (Amber) Carter and Christy (Rob) Lounsbury; grandchildren, Mickey Carter, Megan Lounsbury, Max (Ryan), Mason Lounsbury (Brianna), Merick Lounsbury, Justin Ashburn, Jordan Ashburn, Teryn Carter Chavez (Angel), Lucas Badger, Savannah Miller Kyle, Kashayla Rocha, Michael Devers, and Kenzie and Madi Douthit; great-granddaughters, Zoey Ashburn and, soon to arrive, Carter Max; his brother, Farris (Dixie) Carter; and sisters, Cheryl Hammond, Lynn MacLachlan (Bruce) and Diana Carter.

The funeral will be held at 3 p.m. Saturday, June 15, at Rasmussen-Wilson Funeral Home, 1350 E. 16th St., in Burley, where friends and family may call from 6 until 8 p.m. Friday, June 14, and one hour prior to the service on Saturday. Officiating will be Pastor Dan Hendricks.

An afternoon luncheon will be provided at Mountain View Christian Center, located at 317 Mountain View Lane (27th Street) in Burley, at 4:30 pm.

He will be laid to rest at Paul Cemetery.
